About the National Identification Agency

The national identification agency: objectives and missions

The National Identification Agency, the main institution responsible for the provision of public and social services through the biometric registration of populations, took office at the beginning of 2021.

 

The Agency, placed under the authority of the Presidency of the Republic, will work with the technical supervision of the ministries responsible for the digital economy and security. Also, it will participate significantly in defining the policy and strategic orientations of the State in terms of biometric identification.

One of its first activities is the census and biometric registration of populations, which will pave the way for the issuance of a unique biometric identification number to each citizen and every individual resident in Togo.

 

The National Identification Agency (ANID), created within the framework of this project, is actively working towards its realization, aiming to strengthen the use of the UIN and facilitate the establishment of the social register of persons and households.

Main achievements of the National Identification Agency

The National Identification Agency (ANID) launched the biometric census in the current months.

It has recruited 4,000 dedicated agents. The operation is partly financed by the World Bank as part of a regional project which takes into account Benin, Burkina Faso, Senegal, Niger, Guinea and Ivory Coast.

 

The biometric census of natural persons is a process which consists of collecting biometric data, such as fingerprints, iris and photograph, on each person residing in Togo.

This information is then stored in a centralized database.

 

The use of biometrics makes it possible to improve security, particularly for identity documents. But not only, it contributes to the improvement of public services: education, health, social programs, etc.

Main missions of the National Identification Agency (ANID)

As part of the biometric population identification project, the National Identification Agency took up its functions in order to achieve the objectives defined by the e-ID Togo project roadmap.

 

To this end, it launched information webinars on future calls for tenders, aimed at partners and potential suppliers. As well as information sharing seminars on the different technologies and resources for implementing the biometric identification program.

 

Its actions are mainly dedicated to achieving the objectives and missions of the e-ID Togo project:

Registration in the biometric identification program allows you to have a UIN which is a prerequisite to benefit from the social assistance programs associated with it. The information validated during registration in the biometric identification program allows simplified identification and considerable reduction in administrative procedures with all partner systems.

The registration center is the place where you must go to register or finalize your pre-registration for the biometric identification program. It is located at the level of the local administrative authority to which the applicant's place of residence belongs.

The Unique Identification Number (UIN) is a unique and random identifier. It is assigned to each person successfully registered in the biometric identification program and allows, by its nature, to preserve the confidentiality of the characteristics of its holder (age, gender, place of residence, nationality, etc.). The UIN is used as an interoperability link between the databases of public administrations, local authorities or public organizations which manage social assistance programs.
